OFFICE OF THE DIRECTOR GENERAL/CEO

Department Functions

General Functions

  • Carry out general and effective administration of the Council.
  • Implement the National Strategy for Competitiveness in Raw Materials and Products Development in Nigeria.
  • Integrate the Council’s procurement expenditure into the yearly budget.
  • Ensure adequate publicity of the Council’s programmes and activities through the print and electronic media.
  • Promote ethics and Integrity through enforcing compliance with ethical codes in the Council.
  • Facilitate the Council’s compliance with the requirements of the law in the implementation of programmes and projects.
  • Ensure adequate internal control to prevent and detect fraud and loss of cash.
  • Coordinate the sourcing for investors and mobilization of funds for commercialization of viable local resource-based R&D results.
  • Prepare Director-General’s speeches.
  • Coordinate the Secretariat of the Council’s Governing Board.
  • Any other duties that may be assigned or required by the Governing Board and Federal Ministry of Science, Technology and Innovation (FMSTI).

The Director-General’s Office has 3 directorates, 7 Units and 2 sections which are:-

PROCUREMENT UNIT

  • Identify goods, works and services required by the Council and carry out appropriate market and statistical surveys.
  • Integrate the Council’s procurement expenditure into the yearly budget.
  • Prescribe appropriate method for effecting procurements and secure necessary approvals for implementation.
  • Advertise and solicit for bids in compliance with the guidelines issued by the Bureau of Public Procurement.
  • Receive and maintain appropriate documentation for bids, obtain a “Certificate of No Objection” from the Bureau of Public Procurement and make submissions to the Tenders Board.
  • Any other duties that may be assigned.

DIRECTORATE OF CORPORATE AFFAIRS

  • Produce publicity materials for the Council.
  • Monitor and review the print and electronic media coverage of the Council’s activities and advise the Director-General accordingly.
  • Liaise with relevant departments, print and electronic media to publicize the Council’s activities.
  • Provide photographic and video coverage at the Council’s activities.
  • Liaise with stakeholders on arrangements to receive Governing Board members and/or Director-General when attending functions in Nigeria.
  • Any other duties that may be assigned.

ANTI-CORRUPTION AND TRANSPARENCY UNIT (ACTU)

  • Conduct preliminary/administrative investigations when necessary on suppression and falsification of records, false alarm, corruption, embezzlement, dishonesty, etc.
  • Educate and enlighten the Council on corruption and related offences.
  • Promote ethics and integrity through enforcing compliance with ethical codes in the Council.
  • Undertake the study and review of operational systems of the Council to improve transparency and accountability.
  • Any other duties that may be assigned by the Independent Corrupt Practices and Other Related Offences Commission.

DIRECTORATE OF LEGAL AND BOARD SERVICES

  • Proffer legal advice to the management of the Council.
  • Facilitate the Council’s compliance with the requirements of the law in the implementation of programmes and projects.
  • Represents the Council in legal matters in conjunction with the Council’s legal retainers.
  • Handle acquisition, transfer or conveyance of assets and properties to or by the Council.
  • Any other duties that may be assigned.

INTERNAL AUDIT UNIT

  • Put in place adequate measures for the prevention and prompt detection of fraud and loss of cash.
  • Ensure that revenue receipts are promptly and adequately brought to account under the proper heads and sub-heads.
  • Ensure that the control of expenditures is adequate and payments made are properly authorized.
  • Ensure that the system for the control and consumption of stores are adequate and issues are properly authorized.
  • Ensure adequate verification of cash, stores, properties, plants/equipment and liabilities.
  • Any other duties that may be assigned.

SERVICOM

  • Coordinate the Council’s strategy for improvement of service delivery through SERVICOM compliance.
  • Ensure global best practices in service delivery.
  • Serve as a link between the Council and SERVICOM office at the Presidency.
  • Oversee the management of the Front Office Desk.
  • Coordinate impact assessment of the Council’s activities.
  • Any other duties that may be assigned.

The Special Digital Automation Unit (SDAU) supports RMRDC's mission to promote the development and utilization of Nigeria's raw materials by leveraging digital technologies to enhance efficiency, innovation, and sustainability.

Functions:

  1. Develop and maintain a database for raw materials information.
  2. Automate manual processes to enhance efficiency.
  • Design, implement, and maintain Council’s website as assigned by the Director – General/ Chief Executive Officer
  1. Provide technical support and training for departments on automation process.
  2. Develop and implement digital tools for research data collection and analysis.
  3. Establish an innovation hub for raw materials research and development.
  • Provide resources and support for software prototype development.

AGRICULTURE AND AGRO-ALLIED DEPARTMENT (AAD)

Department Functions

General Functions

  • Coordinate the activities of the divisions under the department.
  • Initiate, coordinate and promote relevant R&D programmes in tertiary and research institutions as well as industries on agro-raw materials development and utilization.
  • Coordinate collation of data on agro-raw materials development and utilization.
  • Supervise the preparation of reports for periodic review on agro-raw materials utilization, depletion and conservation.
  • Promote the local sourcing of available raw materials as well as generate and disseminate information to promote their optimal utilization by industries in Nigeria.
  • Supervise the production of technical briefs on agro-raw materials.
  • Coordinate the promotion, development and utilization of non-wood forest resources.
  • Supervise the compilation of specifications of agro-raw materials.
  • Collaborate with the Organized Private Sector (OPS) and other relevant local and international institutions on agro-raw materials development.
  • Provide inputs into the preparation of periodic policy reports on the sectors applicable to the Department.
  • Coordinate the Council’s agro-raw materials boosting Programme.
  • Promote the establishment of plantations of indigenous economic trees.
  • Coordinate and evaluate research proposals on raw materials development.
  • Develop guidelines on submission of research proposals to the Council.
  • Develop monitoring and evaluation guideline for on-going research work in collaboration with other departments.
  • Coordinate strategies that focus on proffering solutions on industrial research and societal problems in line with government policy direction.
  • Any other duties that may be assigned or required by the Director-General/Chief Executive Officer.

FOOD AND BEVERAGES  DIVISION

  • Initiate and coordinate research and technology development as well as investment to address the raw materials challenges in the Food and Beverage Sector.
  • Develop projects for the production of food and beverage products.
  • Conduct studies on food and beverage raw materials.
  • Any other duties that may be assigned.

Units

 i.Food and Cash Crop

  • Promote the local sourcing of available raw materials as well as generate and disseminate information to promote their optimal utilization by industries in Nigeria.
  • Boost the production of tropical and temperate crops and other agro-based raw materials.
  • Update the list of raw materials required by the industries and their sources and classify them into primary, secondary and tertiary raw materials.
  • Any other duties that may be assigned.

ii.Beverage

  • Promote the production and processing of fruits and vegetables into juices, concentrates and other related products.
  • Develop and produce food additives from local raw materials with emphasis on production of enzymes, modified starch, colorings, flavorings, thickening, gelling agents, spices and essential oils, etc.
  • Update the list of existing industries, their respective installed capacities and current capacity utilization along the value chain.
  • Any other duties that may be assigned.

 

BIO-RESOURCES /BIODIVERSITY DIVISION (BBD)

Function

    • Identify conservation strategies engendering biodiversity of Nigeria’s resources and develop effective stockpiling strategies for agricultural biodiversity.
    • Adopt strategies for effective biodiversity management to mitigate climate change effects, global warming and depletion of genetic resources.
    • Promote, develop and document Nigeria’s medicinal plants for various uses in collaboration with stakeholders.
    • Liaise with relevant Department(s)/stakeholders to conduct assessment survey of the status of the Nigerian biodiversity stock.
    • Promote the development of modern bio-technologies and safe adoption of Genetically Modified Organisms (GMO).
    • Create awareness on best agricultural practices on GMOs.
    • Develop, promote and collaborate with stakeholders on plants with medicinal value for industrial development.

Units

 i.Biodiversity

  • Conduct audit of Nigerian medicinal plants.
  • Document plants with medicinal/pharmaceutical properties.
  • Develop a data base on the genomic resources of Nigeria.
  • Any other duties that may be assigned.

 ii.GMO and Biosafety

  • Promote the development and safe adoption of modern biotechnology in the use of agro-raw materials for industrial development.
  • Build capacity and enhance competences on the biosafety of GMOs.
  • Create awareness on best agricultural practices on GMOs.
  • Any other duties that may be assigned.

iii.Bioresources

  • Document the biological resources of the nation (plants and animals) including creating and maintaining genomic data base for all crops.
  • Develop, promote and collaborate with relevant stakeholders on plants with medicinal value including collaborating with National Biosafety Management Agency (NBMA) on the safe adoption of modern biotechnology in the use of agro-raw materials for industrial development.
  • Promote improved, high yielding and disease resistant varieties of industrial crops such as cereals, tea, coffee, sugarcane, fruits, vegetables, legumes, livestock, root and tubers.
  • Any other duties that may be assigned.

 

LEATHER, LIVESTOCK AND DIARY PRODUCTS DIVISION (LLDBD)

  • Initiate and carry out R&D on leather and livestock development.
  • Liaise with relevant Department(s)/stakeholders on technology development for leather and livestock processing including artificial insemination.
  • Liaise with relevant Department(s)/stakeholders to create and establish investments in leather and livestock products industries.
  • Initiate and develop projects for the production of products from leather and livestock development.
  • Liaise with relevant Department(s)/stakeholders to conduct studies on leather, livestock quality, feed formulations and products.
  • Any other duties that may be assigned or required.

TEXTILES, GARMENTS & WEARING APPARELS DIVISION (TGWAD)

Function

    • Initiate and carry out R&D on textile and garments products.
    • Liaise with relevant Department(s)/stakeholders on technology development for textile and garment processing.
    • Initiate and promote fabric care and management.
    • Develop garment business modules/entrepreneurship.
    • Liaise with relevant department(s)/stakeholders to create and establish investments in textile and garments products industries.
    • Initiate and develop projects for the production of products from textile and garments.
    • Liaise with relevant Department(s)/stakeholders to conduct studies on textile and garments products.
    • Identify and develop synthetic and Phyto raw materials for the production of PPE, diapers, sanitary pad, disposable hospital spread, etc. locally, as well as promote investment.
    • Any other duties that may be assigned or required.

  • Initiate and coordinate research and technology development as well as investment to address the critical raw materials challenges in the textile sub-sector.

  • Promote garmenting technology in Nigeria.

WOOD, PULP AND PAPER DIVISION (WPPD)

Function

    • Initiate and carry out R&D on wood, pulp and paper products.
    • Liaise with relevant Department(s)/stakeholders on technology development for wood, pulp and paper processing.
    • Liaise with relevant Department(s)/stakeholders to create and establish investments in wood, pulp and paper products industries.
    • Initiate and develop projects for the production of products from wood, pulp and paper products.
    • Liaise with relevant Department(s)/stakeholders to conduct studies on wood, pulp and paper products.
    • Promote and carry out the production of pulp from non-woody agricultural waste materials for handmade and tissue papers.
    • Produce adhesives from locally available raw materials for the Nigerian paper industries.
    • Develop recycling plant for tetra pack beverage cartons, paper and egg tray.
    • Collaborate with relevant MAN sectoral groups.
    • Any other duties that may be assigned or required.

Units

 i.Primary Paper Manufacturing

  • Promote the production of pulp from non-woody agricultural waste materials for handmade and tissue papers.
  • Collaborate with MAN (6Ps) sectoral group.
  • Determine the suitability of Nigerian raw materials for paper making.
  • Any other duties that may be assigned.

 ii.Printing and Publishing

  • Conduct a national study on wood species for the pulp and paper industry.
  • Embark on industrial survey on household paper products.
  • Produce adhesives from locally available raw materials for the Nigerian paper industries.
  • Any other duties that may be assigned.

iii.Stationeries, Light/Heavy Packaging

  • Promote Investment on handmade paper bag production.
  • Develop recycling plant for tetrapak beverage cartons, paper and egg tray.
  • Any other duties that may be assigned.

ADMINISTRATION AND HUMAN RESOURCE MANAGEMENT DEPARTMENT

Department Functions

General Functions.

Coordinate the activities of the Divisions under the Department.

  • Coordinate the formulation, implementation and review of administrative policies.
  • Interprete circulars and ensure compliance.
  • Administer and manage Records, Secret and Open Registries.
  • Coordinate Staff appointment, promotion and discipline.
  • Coordinate payment of premium and settlement of claims.
  • Coordinate and facilitate Staff pension and gratuity matters as well as insurance policies.
  • Coordinate orientation and retreat programmes as applicable.
  • Coordinate local capacity building and development programmes.
  • Coordinate transport and logistics matters.
  • Coordinate the Council’s health management services.
  • Any other duties that may be assigned or required by the Director-General/CEO.

HUMAN RESOURCE MANAGEMENT DIVISION

Functions

  • Advise on the formulation, implementation and review of administrative policies in the area of personnel management.
  • Evolve appropriate policy on human resource development.
  • Administer and manage records and registry.
  • Supervise appointment, promotion and discipline matters.
  • Any other duties that may be assigned or required.

STAFF WELFARE DIVISION

Function

    1. Industrial Relation activities;
      • Overseeing and monitoring the activities/elections of the Council’s two (2) Branch Unions ie Non-Academic Staff Union of educational and associated institutions (NASU) and Academic Staff Union of Research Institutions (ASURI).
      • Overseeing the activities, and monitor the elections of RMRDC Staff Multi-Purpose Co-operative society.
      • Supervising and monitoring RMRDC Sport club’s activities and games. Organizing workshops and recommending coaching to schools in terms of Sports certification.
      • Guiding the constitutions and election processes in the Council.
      • Attending Labour Law conferences and related matters, as regards to Head of the Civil Service of the Federation and Federal Ministry of Labour,Employment and Productivity.
      • Representing the Council at Industrial Relations Matters at Head of the Civil Service of the Federation and Industrial Relation Stakeholders meeting.
      • Organizing orientation/sensitization on Industrial harmony.
      • Organizing inter-Departmental games.
      • Distributing questionnaires on Industrial Relations institutions.
      • Overseeing Staff get-together and end of the year party.
      • Coordinating Staff send forth party for retirees.
      • Overseeing ombudsman activities.
    2. Staff Welfare activities
      • Felicitating and condoling with Staff.
      • Facilitating the payment of welfare support to Staff.
    3. Medical Services: Laboratory,Clinic and Sickbay
      • Providing services and First Aid for minor health emergencies/injuries.
      • Ensuring Staff minor health needs are met while at work.
      • Conducting rapid tests and dispense drugs accordingly, and as the case may be.
      • Consulting with the in-house doctor.
    4. Health Programs, Seminars And Workshops
      • Providing health education and health screening to the staff.
      • Ensuring the staff are well informed about their health needs.
      • Providing care for staff children by experienced care-givers, to enable their parents function properly at their respective Departments/Divisions.
    5. Liasing with Organisations relevant to Staff Welfare.

GENERAL SERVICES DIVISION

  • Function
    • Carry out transport operations.

CHEMICALS AND PHARMACEUTICAL DEPARTMENT

General Functions.

  • Coordinate the activities of the Divisions under the Department.
  • Initiate, coordinate and promote relevant R&D programmes in research institutions and industries on industrial chemicals and pharmaceutical raw materials development and utilization.
  • Coordinate the collation and processing of data on industrial chemicals and pharmaceuticals raw materials development and utilization.
  • Commercialize inventions and innovations through the establishment of pilot projects in collaboration with relevant Department(s)/stakeholders.

CHEMICALS AND REAGENTS DIVISION

Functions

    • Initiate and carry out projects on the development and utilization of raw materials for the chemical industries.
    • Conduct and document studies on industrial chemicals production, utilization and importation.
    • Conduct R&D on agro-chemicals (fertilizers, herbicides, pesticides), etc. that are required and environmentally safe
    • Assess R&D project proposals relevant to the chemical sub-sector for implementation.
    • Document agro-chemicals, food additives, preservatives raw materials and products available locally.
    • Provide requisite data and information on industrial chemicals, raw materials, processing equipment/ technology and market potentials.
    • Any other duties that may be assigned or required.

PLASTIC, RUBBER AND FOAM DIVISION

Function

  • Initiate and carry out R&D on plastic, rubber and foam products.
  • Liaise with relevant Department(s)/stakeholders on technology development for plastic, rubber and foam products.
  • Liaise with relevant Department(s)/stakeholders to create and establish investments in plastic, rubber and foam industries.
  • Initiate and develop projects for the production of plastic, rubber and foam products.
  • Liaise with relevant Department(s)/stakeholders to conduct studies on plastic, rubber and foam sector.
  • Facilitate commercialization of market-driven R&D output.
  • Any other duties that may be assigned or required.

PHARMACEUTICALS DIVISION

Function

  • Initiate and carry out R&D on pharmaceutical products.
  • Liaise with relevant Department(s)/stakeholders on technology development for pharmaceuticals.
  • Liaise with relevant Department(s)/stakeholders to create and establish investments in pharmaceutical industries.
  • Initiate and develop projects for the production of pharmaceutical products.
  • Liaise with relevant Department(s)/stakeholders to conduct studies on pharmaceutical products.
  • Promote the development of raw materials used as Active Pharmaceutical Ingredients (API) in the industry.
  • Promote the development of raw materials used as excipients in the industry.
  • Promote the development of medicinal plants used in traditional/orthodox medicine for the management of ailments.
  • Any other duties that may be assigned or required.

COATINGS AND PRINTING CHEMICALS DEVELOPMENT DIVISION (CPCDD)

Function
  • Initiate and carry out projects on the development and utilization of raw materials for the coating, paints, printing chemicals and allied product industries.
  • Liaise with stakeholders to conduct studies on coatings, printing and other related chemicals industry subsector.
  • Provide requisite data and information on coatings,paints and printing chemicals raw materials, processing technology and market potentials.
  • Document data and information on coatings and printing chemicals raw materials and products available locally.
  • Assess and carryout research(R&D) projects from proposals relevant to paints, printing and other related coating chemicals for implementation in the subsector.
  • Facilitate commercialization of market-driven R&D products in the coatings and printing chemical industries.
  • Any other duties that may be required by the Director-General/Chief Executive Officer.

FINANCE AND ACCOUNTS DEPARTMENT

Department Functions

General Functions

 

  • Ensure compliance with financial regulations and accounting code/manual by staff.
  • Organize and supervise finance and accounting functions.
  • Advice the Director-General, the Council’s Accounting Officer, on financial matters as well as the technical provisions of financial regulations, treasury and financial circulars.
  • Maintain proper accounting records such as books of accounts, main and subsidiary ledgers.
  • Ensure adequate control and management of the property, plant and equipment register and reconcile the schedule thereto to the general ledger on monthly/quarterly basis.
  • Ensure the existence of effective and adequate internal control system to safeguard the assets of the Council.
  • Ensure the preparation and updating of the information needed for the Medium Term Revenue Framework (MTRF), Medium Term Expenditure Framework (MTEF) and Medium Term Sector Strategy (MTSS).
  • Compile and defend budget proposals and ensure effective budget control by matching/comparing budgeted figures with actual expenditure or statutory collections (funds) as the case may be.
  • Liaise with the Office of the Accountant-General of the Federation when in doubt in the interpretation of the provisions of financial regulations and treasury circulars.
  • Ensure the existence of an effective Audit Query Branch to promptly deal with queries from the Internal Audit Unit, Office of the Accountant-General of the Federation, Office of the Auditor-General of the Federation and Public Accounts Committee, etc.
  • Any other duties that may be assigned or required by the Director-General.

FINANCE AND FISCAL REPORTING DIVISION

Function

  • Balance the general ledger and extract trial balance monthly and quarterly.
  • Prepare and present general purpose financial statements monthly, quarterly and annually.
  • Analyze, interpret and report general purpose financial statement monthly and quarterly.
  • Ensure proper stock accounting.
  • Reconcile bank accounts monthly and quarterly.
  • Quarterly verification of allotted and un-allotted stores
  • Periodic update of Plant, Properties and Equipment (PPE) of the Council.
  • Any other duties that may be assigned or required.

BUDGET DIVISION

Function

    • Prepare the Medium-Term Revenue and Expenditure Framework (MTREF)
    • Prepare the Medium-Term Sector Strategy (MTSS).
    • Prepare the Council’s Annual Budget (Revenue, Recurrent and Capital Expenditure).
    • Preparation of Quarterly Budget Performance Report
    • Preparation of RMRDC State Coordinating Offices Quarterly Imprest
    • Attending the requests for reports from overseeing Government Bodies
    • Maintain budget books and records.
    • Any other duties that may be assigned or required

EXPENDITURE DIVISION

Function
  • Ensure the existence of variation control on personnel emoluments.
  • Prepare monthly payroll journal.
  • Maintain subsidiary ledger of payroll deductions and remittances.
  • Process approval for salaries, overhead and capital expenditures and make payments accordingly.
  • Any other duties that may be assigned or required

REVENUE AND EXTERNAL GRANTS DIVISION

Functions
  • Document Internally Generated Revenue (IGR) sources accruing to the Council.
  • Raise journal entry of receivables register at the end of each month.
  • Obtain data and information of IGR receivable by the Council.
  • Maintain proper books of accounts for each source of funding and maintain revenue cashbook for Aids and Grants.
  • Collect IGR due to the Council.
  • Ensure effective monitoring of IGR sources of the Council.
  • Process recurrent and capital expenditure payments.
  • Maintain ledger accounts for various deductions.
  • Any other duties that may be assigned or required.

STATES INDUSTRIAL EXTENSION SERVICES DEPARTMENT(SIESD)

Department Functions

  • Coordinate the activities of the Divisions under the Department.
  • Coordinate the Council’s activities in the State Coordinating Offices.
  • Coordinate the analysis of reports emanating from the States.
  • Advise the Management on issues affecting implementation of programmes, projects and activities in the States.
  • Facilitate the component State Coordinating Offices’ participation in domestic trade fairs and exhibitions in their domains and/or zones.
  • Coordinate the management of Raw Materials Resource Centres in the States as well as liaise with the relevant State Governments for its establishment in conjunction with the technical departments at the Headquarters, where none exists.

  • Conduct inventory as well as update data and information on mineral raw materials. • Carry out annual solid minerals sector review.

STRATEGIC AND ENERGY MINERAL DIVISION (SEMD)

Function

  • Initiate and carry out the utilization of conventional and renewable sources of raw materials for energy such as wind, solar, biomass and biofuel.
  • Initiate and conduct related research and development on energy and fuel minerals activities to bolster the energy mix in Nigeria.
  • Encourage the development of policies on exploitation and conservation of energy and fuel materials.
  • Identify and promote appropriate technologies for the development of renewable energy and energy fuel materials.
  • Collaborate with stakeholders to promote investment in the development of raw materials in the conventional and renewable energy sector.

NEW, SMART AND ADVANCED MATERIALS DIVISION (NSAMD)

Function

  • Produce inventory and blueprint of raw material resources and capabilities for the development of new and advanced materials.
  • Promote R&D activities and investment opportunities on new and advanced materials.
  • Promote the establishment of materials testing and quality control centers in the country in collaboration with relevant agencies and institutions.
  • Serve as a National/Regional Focal Point on new and advanced materials development.
  • Develop and promote methods and strategies for drug delivery, e.g., tissue culture.
  • Liaise with stakeholders on the development of biomaterials, nano- and bio technologies and microfluidics as well as promote their commercialization.
  • Manage the Council’s new and advanced materials information portal.

PLANNING, STATISTICS AND POLICY DEPARTMENT

  •  Initiate and coordinate the Council’s collaboration with relevant stakeholders.

  • Develop a joint memorandum with foreign international cooperation agencies such as: JICA, KOIKA, SCP, MOST (china), SIDA, THAICA, India…etc.) on fully sponsored programs for capacity building in various areas of raw materials development and utilization.
  • Foster partnerships with local research institutions, universities, and industries on viable/fundable research projects.
  • Establish collaboration with Budget and Economic planning and Foreign Affairs on fully sponsored programs in line with local raw materials development and utilization.
  • Conduct joint research with international research organizations and institutions on Standardisation of research processes and investment.
  • Identify with Federal Ministry of Trade and Investment (FMIT), OPS and relevant funding organisation in promoting investment opportunities in raw materials development and utilization.
  • Organize workshops, seminars, and conferences as platform and channels of promoting raw materials development.
  • Engage with Development Partners such as UNIDO, USAID, IFAD, FAO, AfDB, EU.etc. on the success and impact of Councils’ projects and programmes towards attaining SDGs in Nigeria.

MICRO, SMALL AND MEDIUM ENTERPRISES INDUSTRIAL RELATION SERVICES

  • Collaborate with relevant government agencies to achieve the aims of the National MSME Award Scheme.
  • Expand the Council’s interactions with the Organized Private Sector for the focused development of MSMEs.

  • Collaborate with relevant stakeholders (OPS, MDAs and Development partners) on innovative/advance development and utilization of critical raw materials/products in Nigeria.
  • Establish linkage between researchers and local industries (OPS), investors and Financing organizations;
  • Conduct survey on raw materials capacity utilization in Nigeria.

STATISTICS AND POLICY ANALYSIS DIVISION

Function
  • Analyse government policies and regulations inline with raw materials utilization and development.
  • Develop and publish policy documents on import substitution and local content development of critical raw materials in Nigeria
  • Populate Council’s Raw materials database system with relevant data/information.

TRADE FACILITATION

  • Work closely with the Federal Ministry of Industry, Trade and Investment regarding trade facilitation (trade in goods and services); tariff issues with regard to the World Trade Organization (WTO) and Most Favoured Nations (MFN), Applied Tariff Structure, Tariff Preferences, Duty and Tax Exemptions and Concessions in relation to raw materials and products development.
  • Liaise with relevant agencies or bodies on issues related to Non-Tariff Measures (SPS measures, TBT measures, Rules of Origin and other non-tariff measures).
  • Promote trade related infrastructure development.
  • Promote trade agreements such as Aid for Trade (AfT); Economic Partnership Agreements (EPAs); Africa Growth and Opportunities Act (AGOA); Preferential Trade Agreements (PTAs), Africa Continental Free Trade Area (AfCFTA) Agreement, Boosting Intra-African Trade (BIAT) of the AU, etc.

  • Upgrade indigenous technology for raw materials processing, reverse engineering as well as design and fabrication of process equipment, machinery and plant.
  • Compile specifications for industrial raw materials, machinery and equipment components.
  • Advise on the acquisition and adaptation of technology for processing raw materials.

ENGINEERING DESIGN AND DEVELOPMENT DIVISION (EDDD)

  • Promote capacity building in local design and development of process equipment and plants.
  • Design and develop machinery and plant for value-additions to raw materials using standard design tools and software.
  • Carry out activities on engineering design and development of Council’s projects.
  • Document designs for technologies being adopted by the Council.
  • Conduct Performance Guarantee Tests (PGT) and Performance Acceptance Tests (PAT) as well as other necessary tests on Council’s projects.
  • Develop and utilize project functional specifications and timelines for engineering tasks for components and assemblies in the Council.

ELECTRICAL AND ELECTRONICS RAW MATERIALS DEVELOPMENT DIVISION (EERMDD) FUNCTIONS:

  • Liaise with relevant organizations on R&D, technology development and utilisation of necessary raw materials for the electrical and electronics sector.
  • Encourage and promote the development of essential E&E components and accessories from local raw materials.
  • Develop and maintain databases on raw materials resources, reserves and utilisation.
  • Identify and adapt relevant technology for the development of secondary raw materials and products of tiny techs in the sector
  • Collaborate with relevant stakeholders to promote investment in priority electrical and electronics components and products.
  • Develop advisory, policy and technical briefs and other relevant publications for the electrical and electronics raw materials sector.

  • Initiate and liaise with relevant organizations on R&D, technology development and investment activities on Nigeria’s indigenous technologies.
  • Facilitate the transfer of indigenous technology through collaboration with international organizations, R&D institutions, academia and organized Private Sector to industry.
  • Provide technical assistance to SME’s and entrepreneurs to adopt and adapt indigenous technologies.
  • Promote upgrade of indigenous technology for raw material processing in Nigeria.
  • Collect and document data and information on indigenous technologies.

TECHNOLOGY ACQUISITION, ADAPTATION AND PROMOTION DIVISION (TAAPD) FUNCTIONS

  • Identification of technology acquisition opportunity
  • Assessment of these opportunities, selection of the most promising ones and matching them to internal capabilities.
  • Negotiation of the terms of acquisition between acquirers and sellers.
  • Identifying and compiling all relevant foreign technologies for processing of 10 selected raw materials.
  • Developing capability to undertake new designs and new production system and components through reverse engineering of the imported technology.
  • Identifying agencies and organizations for collaborations on Technology Adaptation and Adoption.

LAGOS STATE DIRECTORATE OFFICE

Department Functions

General Functions

  • Coordinate the general and effective administration of the Office.
  • Supervise the assigned and required responsibilities of the Units in the Lagos Office.
  • Coordinate the Council’s activities especially commercialization of Research and Development (R&D) results and entrepreneurship development in Lagos State.
  • Liaise and coordinate activities with the Organized Private Sector (OPS) such as the Manufacturers Association of Nigeria (MAN), Nigerian Association of Small-Scale Industrialists (NASSI), Nigerian Association of Small and Medium Enterprises (NASME) and Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA).
  • Coordinate organization of seminars, conferences, exhibitions, and trade fairs with OPS on behalf of the Headquarters.
  • Collate and analyze reports and issues emanating from the Lagos Office for consideration by the management.
  • Advise the management on issues affecting implementation of programmes, projects, and activities in the state.
  • Any other duties that may be assigned or required by the Director-General/Chief Executive Officer.

RESEARCH AND DEMONSTRATION PLANT COMPLEX (RDPC)

RESEARCH AND DEMONSTRATION PLANT COMPLEX (RDPC)

  • Coordinate and direct the management of the activities of the Council’s Research and Technology Demonstration Complex at the National Space Research and Development Agency (NASRDA), Abuja.
  • Coordination of activities of the divisions of the complex such as laboratory services, pilot plants, fabrication workshop, Equipment/Plant maintenance, etc.
  • Coordinate and manage the activities of multi-disciplinary laboratories, variety of pilot plants and products development using modern and efficient project, and stakeholders’ management tools.
  • Ensure the development and implementation of standard Operating Procedures (SOPs) in addition to standard safety procedures in Health, Industrials and environmental safety and sustainability staff and equipment of the complex
  • Collaborate with relevant MDAs, OPS, the Academia/Research Institutions and international partners in relevant areas that will enhance operational modalities, efficiency in input-out-put and overall productivity.
  • Oversee and coordinate effective planning, monitoring and control of resources, personnel, equipment and processes to ensure the smooth operation for efficient delivery of laboratory Services in analysis, characterization, testing and certification of samples of agricultural, minerals and materials origin to international standards
  • Coordinate the design and development of pilot plants from research findings to show proof of concept and feasibility to the public
  • Develop models and prototypes of machinery, equipment and plants by the Council, using appropriate design software tools for demonstration and showcase to the investing public
  • Coordinate and foster techno-marketing activities for RMRDC’s developed technologies, as well as adapted and advise on new and emerging technologies.
  • Coordinate the organization and conduct of training and retraining, capacity building, excursion visits, exhibitions and trade fairs within the complex
  • Manage and maintain the residential and other supporting facilities of the complex
  • Supervise the compilation of specifications for industrial raw materials, machinery, equipment and components,

  • Develop guidelines on submission of research proposals to the Council.
  • Develop monitoring and evaluation guideline for on-going research work in collaboration with other departments.
  • Coordinate strategies that focus on proffering solutions on industrial research and societal problems in line with government policy direction.
  • Coordinate the sourcing of investors and mobilize funds for commercialization of viable local resource-based R&D results.
  • Coordinate the promotion of techno-entrepreneurship as a means of enhanced science and technology application in small and medium scale investments.
  • Negotiate the Council's stake and liaise with the Legal Unit on drafting agreements for participation in joint venture projects emanating from the complex.

LABORATORY SERVICES DIVISION (LSD)

Functions

  • Developing SOPs for managing, planning, organizing, leading and controlling and experimentation
  • Providing controlled conditions in which scientific or technological research, experiments and measurements are performed
  • Conducting relevant R&D activities for efficient laboratory management
  • Carrying out basic Laboratory and instrumentation Analysis Services for raw materials and product samples for staff and the public
  • Designing, building and testing technological devices and samples of New and Advanced Materials
  • Carrying out agricultural, minerals and Material Characterization
  • Offering reliable and authentic certification services
  • Mange planning, organizing, cleaning and controlling of lab equipment and facilities.

PILOT PLANT AND PROCESS EQUIPMENT DIVISION (PPPED)

Functions

  • Developing and facilitating the establishment of pilot plants for processing of raw materials into secondary, tertiary raw materials and products
  • Carrying out process optimization of existing pilot plant
  • Carrying out the process domestication and local production of universal or essential components and spare parts for equipment and machinery required in the processing and manufacturing industries in the country.
  • Promoting capacity building in local production and development of process equipment, machinery and their prototypes.
  • Conducting R&D leading to the commercialization and establishment of pilot and production plants from successful R&D projects of the Council.
  • Interfacing and collaborating in the design and fabrications that promote and lead to establish essential process equipment components and accessories and the translations of proven R&D results and designs for production/fabrication.
  • Publishing annual Process Equipment Magazine.
  • Any other duties that may be assigned or required.

PLANT AND EQUIPMENT MAINTENANCE DIVISION (PEMD)

Function

  • Carrying out specific machinery, Equipment and Plant Maintenance Services based on prepared request template
  • Ensuring availability and stocking of repair and maintenance spare parts, components, toolboxes, kits and coverall.
  • Conducting Routine Inspections of Regularly check equipment for leaks, wear, and corrosion and instrumentation Checks by Verify readings of gauges, sensors, and control panels.
  • Carrying out Preventive Maintenance by designing scheduled Maintenance such as schedule for routine tasks like oil changes, filter replacements, and calibration of instruments, and regular Lubrication of components as specified in the manufacturer's guidelines/manuals
  • Performing Equipment Calibration Procedures to ensure accuracy in measurements and advise on upgrade and modifications
  • Ensuring Cleaning and Housekeeping of machinery, equipment and factory environment by conducting regular safety hazard checks in conjunction with ISSESD
  • Ensuring proper documentation by keeping design drawing, records of detailed log for maintenance purposes with records of activities of adjustments made, repairs, calibrations, SOPs and any incidents up to date and easily accessible
  • Carrying out trainings and skills development and ensuring competence in plant, Equipment and Machinery maintenance and handling
  • Ensuring troubleshooting protocols and implement a feedback mechanism for continuous improvement based on past issues.
  • Providing accessories for general facility maintenance services of the Complex and ensure the provision of amenities (fuel for electricity and water, etc. in the Complex facilities.
  • Carrying out repair works, fitting and retrofitting on installations at the complex

ENGINEERING FABRICATION WORKSHOP (EFW)

Functions

  • Carrying out engineering fabrication, equipment repairs, design drawings and related activities at the RMRDC Technology Demonstration Centre.
  • Developing prototypes process equipment and machinery.
  • Developing fabrication, install plan for pilot plants from successful R&D projects of the Council.
  • Carrying out installation and test-run on newly developed equipment and plants.
  • Carrying out technical training on process equipment and plants development.
  • Developing workshop Standard Operating Procedures (SOPs) for workshop management and fabrication procedures
  • Documenting data on equipment specifications, power ratings, materials of construction, capacity, performance analysis, and product samples at the Centre and whenever required.
  • Carrying out engineering fabrication of designed components, spares and for machinery and plants as well as related design drawings for plants at the RMRDC Technology Demonstration Centre.
  • Working with Pilot Plant Division to develop prototypes process equipment and machinery and install same from successful R&D projects of the Council.

INDUSTRIAL SAFETY & STANDARDS DIVISION (ISSD)

Functions

  • Conducting environmental impact assessment on resource-based projects in collaboration with stakeholders.
  • Ensuring the availability adoption of safety protocols gears and kits where necessary in the complex
  • Conducting trainings and developing safety, health and environmental and quality Management procedures for the complex
  • Carrying out sensitization advocacy, workshops and training on industrial safety and environmental impact assessment.
  • Creating muster points and conduct periodic safety checks and drills in the factory complex
  • Carrying out studies on industrial safety in dealing with and handling of mineral and agricultural raw materials processing.
  • Collaborating with manufacturing industries and professional bodies on issues related to industrial safety and environment.
  • Carrying out quality assurance and quality control procedures in line with ISO 9000 Quality Management Services
  • Collaborating with stakeholders on safety of industrial processes and quality raw materials used by Nigeria’s industries.
